PDF is the universal document format — it preserves layout, is accepted everywhere, and combines multiple pages into a single file. Converting images to PDF is one of the most common document tasks, yet most tools require you to upload your photos to a third-party server. Privatool's Image to PDF converter does everything inside your browser.

Why convert images to PDF?

  • Combining scanned documents into one file
  • Sending multiple photos as a single attachment
  • Creating a photo portfolio in a printable format
  • Converting receipts, invoices, or contracts scanned on a phone
  • Meeting upload requirements that only accept PDF

Image formats supported

JPG/JPEG

The most common image format. Excellent for photographs. Already compressed, so PDF conversion is fast and efficient.

PNG

Supports transparency. When converting PNG to PDF, transparent areas are filled with white (PDF doesn't support transparency in the same way). Ideal for logos, screenshots, and graphics.

WebP

Google's modern web image format — smaller than JPG at the same quality. Privatool converts WebP to PDF without requiring you to convert it first.

BMP and GIF

Legacy formats. BMP files are large and uncompressed. GIF supports animation, but only the first frame is used for PDF conversion.

Page size options explained

A4 (210 × 297mm)

The international standard. Used in most countries outside North America. Default choice for documents, reports, and general use.

Letter (216 × 279mm)

The US standard. Slightly wider and shorter than A4. Required for US government forms and widely used in North America.

A3 (297 × 420mm)

Double the size of A4. Useful for large diagrams, posters, or engineering drawings.

Fit to image

Creates a PDF page exactly the size of your image — no cropping, no scaling, no white borders. Best for photo albums where you want pixel-perfect reproduction.

Margin guide

Margin Size Best for
None 0mm Photos, artwork, full-bleed designs
Small 5mm Minimal white space, modern look
Medium 10mm Standard documents (default)
Large 20mm Reports, documents with annotations

Image quality vs file size

Quality File size Best for
60% Smallest Preview, draft, email
80% Small Web sharing, presentations
95% Medium General purpose (default)
100% Largest Archival, print

For most purposes, 95% quality is indistinguishable from 100% while being significantly smaller.

Privacy: why no-upload matters

Most image-to-PDF converters — iLovePDF, Smallpdf, Adobe Acrobat Online — upload your images to their servers. This creates real privacy concerns:

  • Medical images, scanned ID cards, and financial documents pass through third-party infrastructure
  • Terms of service vary on how long files are retained
  • You're trusting their security practices

Privatool converts images to PDF entirely in your browser using pdf-lib (a JavaScript PDF library). Your images never leave your device. You can verify this by opening DevTools → Network tab and confirming zero upload requests during conversion.
